Procurement Manager - Operations

About your role

The Procurement Manager- Operation responsible for managing day-to-day sourcing activities of Tactical, ensuring timely and cost-effective procurement of goods and services. This role bridges strategic procurement goals with operational execution, focusing on supplier negotiations, contract management, and tactical buying to support business continuity. In addition, this role will overseen Import- export operation activity of all directs and indirect goods as well as manage forwarder's peformance and build up relationship with local customs to ensure smooth daily operation.

What You'll Do

A. Operation
Tactical Sourcing Oversight
- Lead the Team and oversee tactical sourcing activities across categories (mostly indirect spend).
- Ensure compliance with sourcing policies, procedures, and ethical standards.
- Manage purchase requisitions, RFQs, and supplier selection processes.
- Collaborate with operations, production, and logistics teams to align sourcing with demand forecasts.
- Monitor lead times and delivery schedules to ensure uninterrupted supply.
Supplier Engagement
- Negotiate pricing, terms, and service-level agreements with suppliers.
- Maintain supplier databases and ensure accurate documentation.
- Resolve supplier-related issues to minimize operational disruptions.
Contract & Compliance Management
- Draft, review, and manage supplier contracts.
- Ensure compliance with internal controls, regulatory requirements, and sustainability standards.
- Support audits and reporting requirements related to procurement.
Performance & Reporting
- Track and report on tactical sourcing KPIs (cost savings, supplier performance, cycle times).
- Provide insights to senior management for continuous improvement.
- Identify opportunities to transition tactical sourcing activities into strategic initiatives.

B. Import- export  
Stakeholder Engagement
- Work closely with procurement, logistics, SC, and finance teams to align customs processes with business needs as well as to ensure shipments delivered to factory On Time-In Full (OTIF) vs. plan
- Provide guidance to internal teams on customs requirements.
- Build strong relationships with customs officials and regulatory agencies
Customs compliance
- Ensure all shipments comply with customs regulations, tariffs, trade laws as well documentation accuracy. 
- Stay updated on changes in customs policies, free trade agreements, and duty structures.
- Prevent penalties by maintaining accurate and compliant documentation.
Manage forwarder performance
- Manager im-export manager to manage forwarder's performance to meet stakeholder's expectation and agreed SLA
Cost & Risk Control
- Optimize duty payments, tariffs, and tax structures.
- Mitigate risks related to non-compliance, shipment delays, or financial penalties
Reporting & Analysis
- Track clearance times, costs, and compliance metrics.
- Prepare reports for management on customs performance and risks.
- Recommend process improvements to enhance efficiency.

C. People development
- Lead capability development & people management for Outsourcing Team & Import Export Manager as well as work out and recommend best practice/right model on Operational Procurement model. 

What You need to be successful

  • Bachelor’s degree in Business Administration, Operations Management and/or preferred to be major in Supply Chain, Procurement. 
    5+ Years experience in team leading roles in administration or procurement related function
